If you don't have Office 365 Access installed (as is the case with Office 365 Enterprise E1 and Office 365 Business Essentials) you can still use the Office 365 Access Runtime to run Access 2010 or later applications.
Have you checked for 'Microsoft Office Access Engine Library' in your 64-bit PC? Use the ODBC Administrator in your Control Panel and it should show whether you have the 64-bit driver (which you should since you installed 64-bit Access 2013. OTOH, the current recommendation is to use 32-bit Access 2013, even on a 64-bit OS. Oct 27, 2014 To install the Microsoft Access Database Engine 64-bit on a machine running Office 2010 32-bit: AccessDatabaseEngineX64.exe /passive In order to use the new driver from your AIMMS project for connecting to an Access database, you need to adjust the Data Source Name (.dsn) file associated with your Access database.
Important The Office 365 Access Runtime is not compatible with Office products installed with Windows Installer. For more information, see Office installed with Click-to-Run and Windows Installer on same computer isn't supported.
Install the Office 365 Access Runtime
The Office 365 Access Runtime files are available as a free download in either the 32-bit (x86) or 64-bit (x64) versions in all supported languages.
Decide which bit version you need. For more information, see Choose between the 64-bit or 32-bit version of Office.

Issue:
You are trying to install the 64-bit Access Database Engine on your machine that is running 32-bit Microsoft Office (2007, 2010, or 2013) and you are getting an error message:'You cannot install the 64-bit version of Microsoft Access Database Engine 2010 because you currently have 32-bit products installed...'
Causes:
Microsoft does not support the side-by-side installation of 32- and 64-bit Microsoft Office or their dependent components.Solution:

Workaround to install the 64-bit Access Database Engine 2010 on a computer with 32-bit Microsoft Office 2007, 2010, or 2013:
Before you begin, open the Registry Editory (type 'regedit' in the Windows search box under the Start menu and select regedit.exe) and check the following registry key for the value 'mso.dll' is NOT present in: 'HKEY_LOCAL_MACHINESOFTWAREMicrosoftOffice14.0CommonFilesPaths'
This registry key value would be present if Microsoft Office 64-bit was installed on the computer, in which case you should be able to install the 64-bit Access Database Engine without using this workaround.
Workaround:
Install Microsoft Access Odbc Driver
For example:
3. Open the Registry Editor by typing 'regedit' in the Windows search box under the Start menu and selecting regedit.exe
NOTES:
- If you do not delete the 'mso.dll' registry value, you will get a 'Reconfiguring' message every time you open up an Office application.
- You will need to use this same workaround to install Service Pack 1 for Access Database Engine 2010 for 64-bit
